Where I work, we have a different person pick the lunches every week. It could be their favourite place nearby, or somewhere that they think everyone will like. Usually the only limitations is being roughly in budget, and catering to everyone's dietary requirements.

I think a voting system sounds like a cool idea, and in your use case could definitely lead to happier people with less food waste.
