Indeed, the first step is to get all of the regulatory approvals to 1) construct and 2) operate the facility. Due to the simplicity of the reactor design and facility, and the low power it will operate at, it should take about 18 months for each of these approvals, and both can be (mostly) done in parallel. I anticipate production starting in 2024 or 2025. There are a variety of things that can speed this up or slow it down, but this is my best projection to date. The Advanced Test Reactor is regulated by the Department of Energy, which is way more stodgy than the NRC can be, so I definitely appreciate the importance of navigating the regulatory environment carefully. It can take ten years if done horribly wrong. |
