Yes, both would work. Other countries have started with DNS blocks and eventually moved to IP blocks, which would prevent Google DNS from bypassing the block. For now though, changing your DNS will be sufficient.

I'm not aware of any block that is effective against TOR. Even if that were possible, I bet sci-hub has a .onion mirror, which is by definition not blockable.
