Because that's the norm in India. Even the then PM, Atal Behari Vajpayee, had announced the successful test of Nuclear Bomb in 1998: https://en.m.wikipedia.org/wiki/Pokhran-II And point to be noted is that this one was just after the election. So it seems like elections have not been a major factor in these kinds of announcement in India. |
