Do people periodically withdraw all their pay-pal balance?

I can that doing this somehow flags you for further attention and increases risk of blacklist. Sigh...

I keep hearing this horror stories about blocking the account, AND losing all the balance. Which just seems bizarre.

I never leave any amount in my PayPal account that I'm not willing to lose. I've been flagged before which I why I do it. I was flagged for having a surge in sales, which was legitimate but meant I couldn't access my funds to service the customers who were paying me.
