Unless I got my Cambridge English somehow broken, "So when people go to buy one more game... they go to Steam", implies everyone does it, which isn't the case given that not everyone goes to Steam.

To state otherwise, it should have been written as "So when people go to buy one more game... the majority goes to Steam".

I think this kind of pedantry is unnecessary because there are very few absolute statements, so decorating everything with a quantifier to imply room for error is redundant.

Also, the argument that a statement implies 100%, but it's actually a slightly smaller percentage is very weak, especially in online forums where people don't write legalese.

No, it implies that almost everyone goes to Steam.
So my English is broken...
