there is a "natural" phenomenon known as chandler wobble. its just part of a bigger scene. basicaly the earth doesnt spin on a perfect axis related to angular momentum. this axis "sputters" like a top that has slowed down and is succumbing to chaotic interferences before it falls. https://en.wikipedia.org/wiki/Chandler_wobble
