If I want to upload my contact data to Facebook, but Google is blocking Facebook from accessing their API on my behalf, then Google certainly is preventing me from accessing my data. It is not as open as it's always been. The point is that Google isn't adhering to their own stated philosophy in this case - they're acting as though it's their data, not their user's data.
