TL;DR This is a a decade old directive . This was a 2009 directive, if at all anything that has changed now it is instead of open ended notification in 2009 which said any company can access the data, this directive limits the number of companies to specific 10 agencies that can access that too after getting necassary permission. I know for sure that "give password or spend 7 years in jail" is not a new rule. It was there for at least a while.

It just said monitoring and collection - there is no mention of tampering private owned properties and complete invasion into privacy.
