Does decriminalization do much to stop the crime and violence on the supply side of the illicit drug market? I'm assuming decriminalization makes possession of small amounts ok, but dealing and importing are still major offenses? The dealer still has to import the drugs the same way as he does now, build a network of street dealers, etc. |
