One of your main points (terahertz radiation) does not appear to be correct. See this blogpost from the TSA: http://blog.tsa.gov/2009/11/response-to-oops-backscatter-x-r... which, in a nutshell, reiterates:
"TSA has not tested nor procured any terahertz AIT systems."
