Congrats on the dumbest comment of the day. Youtube's copyright filtering is going to be better than any competitor just because of the sheer amount of resources they can sink into it. Assuming any video hosting company can survive this legislation, this will do the exact opposite of leveling the playing field. It will turn what is currently a fairly level playing field into one that massively favors Youtube.
