I could be oversimplifying this but would the way to defeat GDPR is to make sure an individual cannot be identified through routine web site data collection?

Yes, one way to "defeat" GDPR is to comply with the spirit and letter of the law by not performing routine automated surveillance.
That would not be "defeating" GDPR, but cooperating with the spirit and intent of that law.
That's the very goal of GDPR, yes.
