In any case, my proposal was more along the lines of an approach to unilaterally prevent companies from benefiting from off-shoring tax schemes, under the assumption you want to do that. The thing I want holes poked in is the scheme itself, since I'm taking as given that some people want to institute a scheme with this goal.
