> Humans are irresponsible, and will leave scooters in disruptive locations. This is not a hard problem to solve. Give scooter companies a ticket if their scooter is found somewhere disruptive. Let the scooter companies figure out how to cajole their customers to lower the disruptive-location rate to reasonable levels. |
