The "Rome" EPYC processors have 64 cores and 128 threads and with a dual processor board you can have 128 cores 256 threads in a 1U server.

SuperMicro has systems with 2 dual-socket systems in a 1u form factor[0], so 256c/512t per rack unit is not that far fetched.

That's just 2 servers with a shared backplane.
