The horizontal fiber deployment is shared (afaik, to be precise, in the same pipes there's Swisscom fibers plus the ones that belong to your local utilities) but ISPs still have to set up their own access points. I do recommend Init7, but in the meantime Wingo would be a bit cheaper for you, and I believe that Sunrise is available everywhere (they use Swisscom's network where they don't have their own access points).
