I definitely see where you are coming from, but I think it is the wrong approach in these situations. The question to ask is are these loans negatively impacting the economy in a way that makes a material difference to me? (also a selfish viewpoint) If the answer is yes than I would support programs to help ameliorate this situation. That being said I have no idea what the right answer is to that question.
