Consider a city where the murder rate is half of the country wide one, it would be a little unusual to claim it has a institutionalized murder problem based on those numbers. Maybe it has one (e.g. particularly bad neighborhoods) but it would be a weird conclusion from just the number (I didn't read the article, did not feel that was relevant to this specific response) |
