This is an old investing strategy summarized by Rothschild in the anecdote, "The time to buy is when there's blood in the streets." I think that maxim captures the crass greed of the strategy.

Why is this strategy “crass greed”?
You're supposed to say "Be fearful when others are greedy and greedy when others are fearful" and then you sound kind and wise like Warren Buffet.
Indeed, it puts a floor on prices in freefall. If someone needs to sell, and nobody is willing to buy, the price goes to zero.
