We simply have laws for these.

If the laws still do not deter then increase the penalty until they’re adhered to. Such that it will leave no such question as to whose responsibility it is.

If we do not want such laws then repeal them.

Only the rule of law will prevail here.

Simply know the rules, or pay the penalty.
