That’s not what’s being asked. No one person, or team of people, can determine that. What the article is proposing is that creators of new technologies inform the public so that the general public can decide if new laws are required to prevent that new technology from being misused against the public at large. There’s precedents here and I’ve written a ton of comments about them if you want to read a bit about why such a proposition is the only ethical option. |
