Sometimes the goal is to slow down work. For example, if your budget is for a year but the project only takes 6 months, sometimes people add extra hurdles that look good to outsiders but slow down work enough so they get paid for the full time. If a project ends 6 months early it's entirely possible to not get paid as much. |
