Is it adapting rapidly enough to changes in technical/human/natural environment or not? Just ask this question of any society, past or present, and tell reliably whether it's in rapid decline or not: democracy, empire or otherwise. Accumulating enemies, losing friends, having trouble with rainfall amounts, not adjusting to internal human needs and wishes, insisting on obsolete techniques? Then you have a problem whether Mayan, Roman, Soviet or other. |
