Blue lights are often installed in places where people do intravenous drugs and the owner of the place wants to discourage them from doing that. Blue light makes it hard to see a vein, so hard drug users have to go somewhere else to shoot up.

Sure, but in a place like a strip club excessive cell phone is already watched out for since they can take pictures which are not allowed.

Yes, but the idea is that if it isn't the most comfortable place to shoot up in the vicinity, then people will just go somewhere else.

In this case I think it's more an attempt at thematic decor. The name of the place is (and has long been) "Electric Blue".

Yeah but that's usually in the bathroom. Security usually stops people from mainlining heroin at the bar :)
