Surely Skype's license doesn't disallow redistributing its unmodified binaries?

I can only see this relevant clause in the ToS, and the repo wasn't reselling:

>6.6 No Reselling. The Software and Products are for your individual use. You shall not resell or commercialise the Software and/or Products to any third party.

The copyright prevents copying by default.

So if the license doesn't explicitly allow it, you cannot copy or otherwise redistribute. (excluding certain legal protections such as archival use)
