Yes, they just won't run. Many sunny places don't have plows and such to handle snow. If it happens to snow, the entire place grinds to a halt. Even if the cars can handle the bad weather, the drivers are so unaccustomed to it that they're terrible on the road to the point of being very unsafe. |
