Current OSM data license is ODBL 1.0 [1], I think Apple would have a problem with having to share modifications they made to the data (especially if they merge in data from commercial sources). Share-Alike: If you publicly use any adapted version of this database, or works produced from an adapted database, you must also offer that adapted database under the ODbL.
