Authoritative notice via postal mail is done by certified letter. That is trackable and much more reliable than the regular postal mail. In my neighborhood I routinely get mail that is meant for my neighbors, and they get mine. I don't know if it's a sorting problem at the central office or driver incompetence but regular postal mail is absolutely not reliable. |
