Money absolutely matters. If there's no money, there's no development. And vice versa. That funded development isn't a guarantee of success, but it raises the odds to be non-zero. You're also ignoring a key point: we have "self-driving" cars right now, but they're not good enough yet. Computer hardware is getting cheaper day by day, and right now the limiting factor appears to be the cost of sensors. |

Both are not true. It does not need money for a man to have a great breakthrough idea. It is also not possible to guarantee generation a great idea by just throwing more and more money at researchers...
