Correct, and excess carbs only exacerbate the problem for people who can't process them properly.

You can eat a high calorie, low carbohydrate diet and still gain weight and develop related health problems.

Likewise, some people can eat a restricted calorie diet, but if they still eat a lot of carbs, will develop health issues.
