This is my experience in Sweden as well. The only people I've heard complaining about the move away from cash are older generations (65+) — everyone else loves it. I have seen the software that the public sector buys and builds. It would seam like they go out of their way to get the worst software they could get.
I have zero confidence in the public sectors capability of creating good technology.
