Could you please elaborate on this a bit? What makes you believe that the 0.19 alpha release is just around the corner?
Recent changes to [elm-compiler](https://github.com/elm-lang/elm-compiler) are of cosmetic character, so probably not many blockers left to do before the alpha. Some docs might need rewriting (https://github.com/elm-lang/elm-compiler) but that might come between alpha and beta?
