For the same reason the control problem is so hard in AI. It's difficult to anticipate how intelligent agents will behave in a reasonably complex environment.
To address this challenge, some legal propositions are intended to be clear cut rules, but many are intended to kick the can down the road with less than clear language to be interpreted with the benefit of specific scenarios at hand and experience. |
