Donations should be tax deductible only if they benefit the entire tax base — if the Met only offers free admission to New Yorkers, billionaires should only be able to deduct their New York taxes when they donate Michelangelos.

There is absolutely no requirement that tax exempt organizations can't charge admission fees, membership fees, etc.
