That might work for you, but there are a ton of applicants who are competent but do not have a great github profile. If you were hiring someone would you ignore all candidates who have an empty github? If so, what happens if you never find someone with a good profile? These are the problems we deal with when hiring.

Furthermore, for entry level positions -- candidates right out of college -- how do you measure competency?

I don’t think there’s any excuse why someone wouldn’t have something to show that they’ve built on their own. If they have nothing and no past experience I don’t know why’d they’d even make it to an interview.
