Why would any good engineer join you as an employee if you literally have nothing besides a "brainstorm?" Do you have money to pay salary? Sounds like you're looking for a co-founder, not an employee.
I think he means he wants to create a recruiting startup focusing on this problem, which seems like it would be yet another company built around increasing the recruiting funnel. I don't believe it's possible to solve the problem en masse; the unwelcome answer is that it requires changing the culture.
