Yes, PLCs do work well, especially since one typically just arranges to need relatively small PLC programs. But it is a lot like working with VHDL or assembly, and the only way in which you get to organize/abstract things is by organizing the actual hardware controlled by the PLCs into manageable units (e.g., a station on an assembly line, a small number of stations on a rotating assembly line, ...).
