From looking at Class dojo,, I would guess because supporting large number of users is a cost; now, in a perfect company, there's a monetization strategy that creates value from that user base, but ClassDojo’s user base is neither ad-friendly nor likely to pay out-of-pocket.

They implicitly (from the “always free for teachers” line) are open to trying to get students, parents, or “school leaders” to pay, but any of those might prevent teachers from using it (or even being allowed to) even if it was free for the teacher.
