It does include it, actually. The cost breakdown is not totally clear when you have not seen the bill yet, but,it's not too difficult.

They list the ARMv7 board C1 as €3/month. It breaks down to:

- €1 for the actual machine

- €1 for the 50GB LSSD (obviously it is required to boot)

- €1 for the IP address

(obviously not counting VAT)

Now, the €1 does not appear out of thin air, and in fact you are billed an hourly rate initially, for each of those resources. However, at the end of the month, you get billed whichever is cheaper between the time*hourly rate and the monthly rate (which is €1).
