Unfortunately both the UC and CSU systems are very top heavy. They've been nickle and diming the students and taxpayers to prop up some obscene salaries for regents and executives. Hell, UCSF outsourced a bunch of its IT staff to HCL (H1B), but hasn't even begun to trim the fat at the top. Of course another option would be to lean more heavily on private donors like Zuckerberg and Benioff. |
