It's part of the general "Starve the beast" policy. Underfund everything public so its miserable to have to rely on. Then use that as proof that everything government is bad.

MTA spends 60% more of operating costs per mile of track than the London Tube system: https://www.google.com/amp/s/ny.curbed.com/platform/amp/2017.... MTA also gets far more ofnits budget from the government (40%) than the Tube (25%).
