What advantage does that give over a more traditional toll road approach? I.e. Raise money, built road, charge toll.

Just a more efficient way of raising money and giving liquidity to the investors that believe in the project early-on. Except, unlike bitcoin the coin has inherent value because it is the only way to access the road.
