I don't particularly think the methodology merchants are in the business of improving software development. Their bottom line is affected by selling trainings, consultancy and certificates, thus the single metric of a methodology working is whether and how fast it can grow its user base, keep them happy and coming back for more. It might loosely correlate with improving software quality, but that is entirely secondary. |
