Why is GDAX inaccessible to most people in the EU?

EDIT: Apparently I am allowed to trade BTC/EUR. Yay! If only it was a liquid.

BTC-EUR on GDAX is quite liquid, almost always I look spread is 0.01€ and there are trades every few seconds
