Congestion avoidance and control, by Van Jacobson looks at how TCP, the fundamental protocol behind the internet, works (or didn't work to begin with). It's a pretty easy paper to digest without too many dependencies, especially if you skip the maths (which is explained intuitively anyway). And it's a fascinating read.
