This issue is hosted by developers making apps unavailable for installation lest agreeing to every requirement. Developers get away with this because, 1) individually selecting permissions is growing rare and 2) there's no pressure to explain why a permission is needed, nor specific contracts to agree upon on how the general permission may be utilized. |
