An open source project, called SC-4, actually does that - although it won't offer the same level of security. https://sc4.us/hsm/

It is not $3 because it provides more than $3 of value to the small audience that has a need for a HSM.

If you--not "we"--want a Kickstarter for something like this, you should go try it. It's much, much more difficult than you think, even without FIPS compliance.
