I wish they did billing from an Indian entity with GST as well instead of hitting us with massive exchange rate issues

That's part of the announcement, under "Pay in local currency": GCP now supports billing in INR.

They all do. AWS & GCP customer here, billing is fully GST-compliant from day 1.
