Yubico hardware would be a LOT more attractive if it was less expensive, especially in large quantities.
My employer asked for a quote for a couple hundred thousand of Yubikey devices and the price per unit was extremely close to the per unit price of the hardware when purchased on Amazon.
I can't convince anyone in my Enterprise that Yubico hardware is even worth a minute amount of attention, anymore.
$650 is over my personal budget (the price quoted in the article). For the businesses which are mandated to use smart cards, $650 is a competitive price. Your point, however is important: Mass adoption of security technologies is a important, and the cost of this new YubiHSM 2 is prohibitive for any entity who isn't already required to buy HSMs.
I do have several YubiKeys for testing smart-card functionality in a MS AD environment. At least those are affordable
